If so, would that cause people to sell their stocks before he gets in?

I think he's proposed an increase to the same rate under
Clinton, with some exceptions for small businesses (?).

7. For people making over $250,000
His plan is to go up from 15 percent to 20 (where it was under Clinton), although I believe he once said that he would never go higher than 28 - so people are using that 28 figure on the right.

There are clearly much larger factors at play in this current collapse.
