Cheney has been a major power behind the throne pretty much from the beginning, but he wouldn't have been allowed to take that power even by the Republican Illuminati if he had not also been a major political player since the Nixon administration (his tenure at Halliburton was clearly temporary even at the time - it was a place to park himself while the Republicans were out of power during the Clinton administration).
Palin's the kind of person who sees the title and the power but not the responsibility or the work necessary to get that title. Clearly, McCain is not going to let some bimbo, even his hand-chosen bimbo, dictate policy to him, and whereas Cheney was "tasked" to handle energy issues because those were the most immediate donors that needed payback after the 2000 election (and because they needed the support of those oil companies in order to proceed on their planned war on Iraq), putting Palin into that role was clearly intended only to give her some apparent substance in even one area, and I suspect that like most things Palin touches, that's now backfiring spectacularly.
From McCain's standpoint, Palin is there for one reason and one reason only - to shore up the fundamentalist support for his campaign. Given the bill of goods that he got sold from that camp (my guess is that Palin was Dobson's price for support) if by some demonic chance he does happen to win McCain will think strongly of moving the VP Mansion to Anchorage, and as far away from him as possible.
