2. I don't believe so.
In every debate I've seen on a national level, there is blank paper and a pen AT the podium when they go in, to take notes AS their opponent is speaking if they wish, but they don't bring IN notes.

and slap them on the podium, but I don't know officially,
legally, agreements-wise re the debate commission. The
trick is to not look like theyre relying on them. Also,
they write things down during the debate, especially when
the other person's speaking.

6. I thought it was a blank notepad that they came out and wrote on re what they didn't want to forget.
I don't remember anyone ever getting to bring notes.

Is this a closed-book or open-book debate?

I think she mixed up her health care and bailout flash cards, hence that extraordinarily incoherent and nutty answer.
