1. Malnutrition
The famine situation in the North has gotten so bad that it has stunted their growth. North Korean soldiers in their 20's now lost out on nutrition at a critical time in their lives in the early 90's and are now MUCH shorter than their South Korean counterparts.

2. That's what I gleaned from the remark but he made no attempt to
qualify it with the explanation you provided. It just sounded off the wall.
