Why does he feel like he needs to say that so often?

3. I think it's to confuse the authoritarians.
Right-wing authoritarians were recently reported to actually gravitate toward misinfomation when it is refuted. Call it a lie, and the knuckle-draggers will actually change their mind and start believing the lie. Perhaps it's also not a coincidence that he uses the adverb "absolutely," which is very popular amongst authoritarians because it's unambiguous (see, e.g., Dwight Shrute).
