So he is hiding behind the call to arms of 9/11. 9/11, 9/11, 9/11 is all we are hearing about from the administration because everything else they have done is a failure. And for that matter, except for their initial response to 9/11, their policies on terrorism have been ineffective and, due to miscalulations in Iraq, have created more terrorists and instability in the Middle East.

The point of this critique of Bush is to brand him a coward without using the word. Thus the phrases "he is hiding behind 9/11" and "he is frightened". It is also useful to use the word "failure" and Bush in the same sentence as frequently as possible.
