There's a science fiction novel, The Return of the Emperor, by Allan Cole and Chris Bunch, in which the eponymous Emperor, in the course of making his return, lands on a thoroughly corrupt planet where he becomes a major campaign consultant, helping one party basically steal the election from the other party by finding an attractive but shallow candidate (referred to as "The Dummy") who can articulate attractive but shallow platitudes while the money behind him creates a machinery to heist the votes. Sound familiar?
