The chimp's attention span is very short. He's tired of playing president. He wants to go AWOL from the White House like he did from TXANG but his daddy isn't running a campaign he can sneak away to "work" on and Mr. Cheney is insisting, rather threateningly, that Georgie boy has to stay until his term is really finished this time.
