2. People with a direct inside line to God don't need to listen to anyone.
I understand she also ignored her state Biologists on this (they said that only something like 13% of Wolf diets is comprised of Moose; Wolf numbers are over-estimated; and Optimal Moose population projections are too high) - while listening to the same Biologists to justify PORK for other projects.

about her taking highway funds to redecorate the Mayor's office

Carney confronted Mayor Palin at a City Council hearing, and was shocked by her response.

"I braced her about it," he said. "I told her it was against the law to make such a large expenditure without the council taking a vote. She said, 'I'm the mayor, I can do whatever I want until the courts tell me I can't.'"

I think that about sums it up "Junior decider"
