An 'October Surprise'? : Neocons have Iran in their sights

08/25/04 "IHT" -- PARIS An American presidential election campaign is an invitation to adventure. The candidates themselves - especially when they're sitting presidents - are tempted to produce October surprises to scare or stampede the electorate.

There has been much speculation about an October surprise this year. The American public, however, has grown cynical about terrorist scares and would need a pretty convincing one to overcome the skepticism provoked by the Bush administration's past exploitations of the terrorism risk, notably around the Democratic National Convention.

2. Question on this possibility!
I posted this question earlier today, but did not get much of a response. I sure would like an answer though, if anyone knows. At this point in time, would an act of congress be required before any envasion of any sort..in the way of attack on either Iran or N. Korea? I know i would sleep better if this was the case..anyone know?
