This material, released through Freedom of Information Act Request releases and public information releases, is composed of internal White House documents, Public financial disclosures of President George Bush, Vice President Richard Cheney, and other members of the Bush Cabinet, George Bush military service records, Iraq Coalition Provisional Authority documents, George Bush and Richard Cheney tax records, 2000 Presidential election dispute court documents and reports, Government Accountability Office reports, Executive Orders issued by President George Bush, transcripts of President George Bush public papers, and government reports on issues related to the Bush Administration.

White House original source material dating from January 20, 2001 to June 22, 2004, is comprised of memoranda, notes, email, and letters. Correspondents include: Donald Rumsfeld, John Ashcroft, Colin Powell, Andrew Card, Larry Lindsey, Christie Todd Whitman, Paul O'Neill, Alan Greenspan, Alberto R. Gonzales, and Condoleezza Rice. Subjects include: National Security Policy Issues, U.S. Policy in the Persian Gulf, Budget Issues, Tax Policy and Tax Cuts, Budget Surplus, California Energy Crisis, Climate Change Policy, Kyoto Protocol, Corporate Governance, Osama bin Laden, Social Security Reform, How to Handle Tim Russert When Appearing on NBC's "Meet the Press", Application of International Law to Terrorist Detainees, Geneva Convention, Economic Impact of War with Iraq, Interrogation Methods, and Media Access to Military Operations in Afghanistan and Iraq

7. Probably means: when a lawyer wants to hide something, they send
you EVERYTHING.

That way you have to sift through mountains of useless shit to find the ONE nugget you need. Plus, when you say, "hey, it's not all here!" they can say, "dude, what are you talking about, we gave you 17,361 pages of stuff!"

9. Well, When I did a search for "Bush", I got Kerry's FBI File!!
I clicked SEARCH button on the left, typed BUSH and got only three documents:

CLASSIFICATIONS

UNCLASSIFIED - Since 99% of government paperwork falls into this category, most unclassified data bears no special markings. Unclassified information isn't completely harmless. If a shrewd analyst gathers enough seemingly unrelated scraps of data, he can draw a surprisingly accurate picture of clandestine activities. Unclassified is specially annotated only when mixed with classified.

CONFIDENTIAL - This information would be detrimental to national security, if released through unauthorized channels. Common examples include: troop strengths, performance characteristics of weapons, and sensitive training data. It might also include general facts about foreign military forces and terrorist organizations.

SECRET - This is the most common classification. It protects data which would cause serious damage and political embarrassment if it fell into the wrong hands-- straining foreign relations, revealing military plans and intelligence operations, and compromising key scientific developments related to national defense.

TOP SECRET - The unauthorized disclosure of Top Secret information could result in exceptionally grave damage to national security. Information which could spark armed hostilities against the US or its allies, disrupt foreign relations, compromise cryptologic communication systems, or reveal critical technological data all falls into this category.

CAVEATS AND WARNING NOTICES

Classifications are frequently combined with a series of caveats, or special handling instructions. These warning notices restrict access to information further than the classification alone. Such documents would be referred to as 'SECRET / NOFORN / WNINTEL' or 'TOP SECRET / ORCON'. The caveat calls attention to special restrictions that limit access to the information.

CNWDI (Critical Nuclear Weapons Design Information) - Almost always applied to Top Secret data, this warning notice identifies the presence of technical data related to the construction and use of nuclear weapons. Faced with the growing threat of nuclear terrorism and uncontrolled stockpiles of nuclear materials, this warning notice is not to be taken lightly.

COMSEC (Communications Security) - This deals with cryptologic communications systems. Since the United States has extremely advanced radio and data encryption techniques, it takes the safeguarding of COMSEC material very seriously. Codebooks, electronic keys, and encryption software and hardware all fall into this category.

NOCONTRACT (Not Releasable to Contractors/Consultants) - US weapons and equipment design information is protected by this caveat. It's intended to prevent rival defense contractors from stealing another firm's secrets.

NOFORN (Not Releasable to Foreign Nationals) - This material may only be viewed by American citizens who have the appropriate clearance and need to know. Foreign citizens, even from allied nations, may not have access to such information.

ORCON (Dissemination & Extraction Controlled by Originator) - Extremely 'close-hold' information. Anyone wishing to extract data, or pass the information to other agents, must first obtain the permission of the originating agency. This is your classic 'eyes-only' handling procedure. ORCON information is usually Top Secret, but the caveat may be applied to Secret as well.

RD (Restricted Data) - This material contains information related to atomic energy. It's more commonly applied to power production and research, rather than weapons' design and performance data. Restricted Data is usually Secret or Top Secret information.

REL---- (Authorized for Release to -----) This caveat specifies which foreign agencies may have access to a specific piece of information. Examples include RELNATO (North Atlantic Treaty Organization), RELCANUKAUS (Canada, United Kingdom, Australia), and RELUNPROFOR (United Nations Protection Force). Some of the caveats can be quite a mouthful.

SCI (Sensitive Compartmentalized Information) - IMINT, SIGINT, and especially sensitive HUMINT information is considered SCI material. Such information is particularly sensitive, because it demonstrates the accuracy of special collection techniques. Foreign powers could be alerted to safeguard against these systems. The collection source is often identified by a codeword. Access and handling is very carefully regulated. Rarely is such material seen outside of tightly secured SCI Facilities, or SCIFs.

WNINTEL (Warning Notice, Intelligence Sources or Methods Involved) - This calls the agent's attention to the fact that sensitive collection sources are revealed in the text. The document may make specific references to agents, informants, or special electronic collection techniques. To safeguard the collection source, certain details must be handled with great delicacy.

while the top one could be noforn, but on the bottom of the page it's definately SECRET/NOPORN.

26. ANOTHER Smoking Gun!
This list of "Counter Resistance Techniques" was given to the JOINT CHIEFS OF STAFF on October 25, 2002!



The author of the letter, James T. Hill, General in the Army, questions the legality of some of the techniques, particularly "The use of scenarios designed to convince the detainee that death or severely painful consequences are imminent for him and/or his family."

General Hill concludes that they must "quickly provide Joint Task Force 170 counter-resistance techniques to maximize the value of our intelligence collection mission."

SO, WHO WAS ON THE "JOINT TASK FORCE 170"?? They are the ones who came up with these exact terror techniques!

Anyone care to help search for first-hand accounts of prisoners being convinced that they or their loved ones were going to die?

On January 4, 2002, US Souther Command received the execute order to take custody of designated detainees within the United States Central Command area of responsibility, and to escort and hold the detainees at Guantanamo Bay for further disposition. In addition to holding the detainees, the Secretary of Defense directed Southern Command on 22 January 2002 to implement a Department of Defense/Interagency interrogation effort. As a result, Southern Command established the Joint Interagency Interrogation Facility (JIIF) on January 22 and immediately began interrogations focused on intelligence collection, force protection, and planned terrorist activities. This interrogation effort also supports law enforcement agencies, and tribunal efforts.

On 16 February 2002, Southern Command received an execute order and stood up JTF-170 to coordinate US military and government agency interrogation efforts in support of Operation Enduring Freedom.

JTF 170 is located at U.S. Naval Base Guantánamo Bay, Cuba and handles interrogation operations for the Department of Defense and ensures coordination among government agencies involved in the interrogation of the suspected terrorists. The task force is established in support of detainee operations and serves as the Department of Defense’s focal point for interrogation operations in support of "Operation Enduring Freedom".

27. Well, I'm not very good at using this site.
It's got alot of interesting stuff but I can't figure out the prices. i think it's 10.00 for each title. They got files on Abby Hoffman and Grace Slick. They were spying on everybody back then. They got stuff on Rumsfield and Cheney in Ford's Presidental papers but you have to buy them.

Could someone annswer these questions, please?

I hope this doesn't seem elementary. I'm just trying to get the lay of the land here.


1. Are all 17,000 pages available online...somewhere, or is it necessary to purchase the CD?

2. Is the dumped information likely to be of any use? In other words, can we assume that because they dumped this, there is no smoking gun?

What is an archival copy? My only experience has only been "archival" as in backup.
