Chet Edwards Voted For A Constitutional Amendment to BAN GAY MARRIAGE!

I just wanted to make sure this information is disseminated as widely as possibly on DU. Some people seem not to know.



PS. Bayh also said he would support an amendment to ban same sex marriage if it was needed.

49. Reread your Constitution
The Vice-President's sole constitutional duty is to preside over the Senate. As such, the VP has (in theory) a tremendous amount of power in setting the agenda of the Senate. Normally, the VP does not have a vote, but in the event of an even split, he gets to cast the deciding vote.

In the original constitution, Electors cast a single ballot, with each elector giving two names on their ballot. The candidate who received the most votes was named President (assuming he won a majority of the ballots.) The candidate with the second most number of votes (whether or not a majority) was named Vice President. Presumably, the VP was the President's chief rival; he was given power as effective head of the Legislative Branch as one of the checks and balances against executive power.

Massive problems with the election of 1800 led to the 12th Amendment, proposed December 9, 1803 and ratified June 13, 1804, which required that the Electors cast two separate ballots, one of President and one for Vice President. Almost immediately, political parties began running two candidates, not just one. The takeover of the Electoral system by the parties guaranteed that the President and Vice President would be colleagues rather than rivals, and that is how it has been ever since.

So yes: the choice of VP is much more than just attracting voters. A strong Vice President can wield at much power as the President.
