10. It sounds to me like he is working to BALANCE the budget.
The national economy is in the shitter, revenue is going down and Kaine doesn't want to spend more than the state's got.

How is that a bad thing?

Funny, when you see the whole quote it's apparent he was referring to an attractive candidate who is a gifted orator with a clean record.
