So I'm not sure I accept the premise of your poll.

He is a republican and over age 35 however.

Which of the following values is greatest?
a) one percent of one percent of two percent
b) 1/333,332
c) 0.000003

None of the three options is a very substantial fraction of 100%, but one of them is the greatest in the list of three items.

He has no stance. His so called maverick stances are probably just the result of him being confused on those days.
