is that it wouldn't have been so bad if he had simply said Obama was a black version of the previous candidate.

But the phrase "with a tan" harks back to the kind of phraseology I used to hear in a segregated NC school in the 60s. It is definitely directed at people who use racist language in private but feel the need to hedge it in public.
