Dean Dozen sued for not accepting enough money..judges and money don't mix

I found this snip:
"One of the Second Dean Dozen William O'Neill is now being sued because "the Republicans are unhappy that O'Neill, a judge on the 11th Ohio District Court of Appeals, has pledged to accept only minimal campaign contributions and is using a slogan he has used in previous elections: "Money and judges don't mix."

Quote from the person who posted this: "Judge O'Neill only accepts $10 donations. I spoke with him last night and he said he had some litigation surprises for the Republicans next week."

How can you sue someone for not accepting large enough sums? Makes no sense.
