1. It's often inappropriately used, but when appropriately used it's fine in any quantity.
Since neither answer is a good one, I vote Present.

2. Yes, once every four years it surges, I wonder what that is about?
Primaries seems to bring out the worst of what is dumb and repetitive in people.
