The author, who served Fed. prison time for jamming the phone lines in NH, described their staff doing exactly that in the name of their opponent - to give their opponent a bad name and to piss people off.

My guess is that it is some group that supports, but is independent of, Hillary Clinton. Gives their campaign deniability.
