How important is a "pro-active" Congress?

How important is a "pro-active" Congress?
It is my opinion that it is less important which Democrat is elected President than what type of Congress we vote into power. If we have a Congress that is willing to turn the other way when laws are broken and are not willing to fight for our Constitutional rights, then it doesn't matter much which Democrat is in the White House. It does matter that it is NOT a Republican, witness George W Bush.

However, all bills must originate in the House. The Senate gets to approve or disapprove or to make changes, which must then be approved by the House once again. The President gets to sign the bill. It's true that the President has the bully pulpit but it is useless if we have a do-nothing Congress. Let's not overlook the importance of our Representatives in this process.

2. Amen, kentuck!
I've been saying this again and again. The makeup of Congress can make or break a President, especially a Democratic one. Don't know if you're old enough to remember the Carter Administration, but it is a case in point. Carter did not have good relations with the Democratic Congress, and had a very difficult time getting anything through. I always thought that was one reason he turned to international diplomacy.
