Rep. Elijah E. Cummings said last night that he will endorse John Kerry's presidential campaign today, joining a procession of prominent Maryland Democrats who have closed ranks behind their party's front-runner.

Cummings, chairman of the Congressional Black Caucus, said that a phone conversation with Kerry on Wednesday convinced him that the Massachusetts senator shared his views on urban policy, health care and other issues and was the most electable.

The Baltimore Democrat had declined to endorse Kerry earlier because he had questions about his stances on issues important to African-Americans. Cummings said Kerry resolved those questions in their 20-minute phone conversation.

He said he would stump for Kerry in the days left before Tuesday's primary.
