COUNCIL BLUFFS — Bill Richardson stayed positive and on message Wednesday, emphasizing his expertise in foreign policy rather than criticizing his rivals for the Democratic presidential nomination.

Richardson pointed to his experience as a diplomat, having held talks with North Korea and Iran, and his record as governor of New Mexico as evidence that he has been tested as a leader.

"I don't just have position papers. I've taken positions and I've been tested in 25 years in public life," said Richardson, who has consistently polled in the single digits in Iowa.

"This election isn't just about who how has the most experience, it's about who can bring change," he said. "You have to be able to move the wheels and spokes of government. You have to build coalitions."

Richardson spoke to about 40 people in the basement meeting room of Veterans of Foreign Wars Post 737.

Getting U.S. troops out of Iraq should be a top priority, he said, because other reforms — such as universal health care and greener energy sources — would be difficult to enact without the billions of dollars spent on the war.
