You authored a bill that demands that cars have to have hybrid technology by 2010.

A Republican adds a "poison pill" piece of legislation that requires 10 new independent studies sponsored by oil companies to review hybrid technology before any new hybrid technology is required.

How do you vote?

1. "Present", with one caveat
Under accepted procedural rules, a member can move for reconsideration if he or she votes on the prevailing side. It might be wise to figure out which way the vote is going, go with the winning side, and then move reconsideration if it looks like you can sway the needed number of votes.

Sound confusing? It is. Legislative procedures and strategy is a complicated art form. The people who reduce it to a black and white issue simply do not understand how the sausage factory operates.

On the other hand, maybe they do understand, but prefer to use distortions to play whack-a-mole with a certain senator from Illinois.

I vote no and scream at the top of my lungs into any camera I can find exactly why I voted no. Going on record can be so... cathartic...

Note to Congress:

'Tis better to pass no legislation than to be complicit in passing bad legislation.
