If high tax states pay their teachers so well that there is a glut

If high tax states pay their teachers so well that there is a glut
of people applying for these jobs, why should there be federal programs to provide people or money for these same jobs in low tax states? The question gets asked here in New York because we see so many jobs leaving for low tax states. Primary school teachers here need a master's to be certified and you can not teach high school math or science without at least a minor in these subjects. Yet it is very hard to get a job in any school system, even in areas with rough schools. We have no teacher shortage, but we're paying big time for it.
