A Sacred Contract: John Edwards Unveils Five-Point System for Treating PTSD

Today at Plymouth State University in Plymouth, New Hampshire, John Edwards unveiled a five-point plan to reform our nation's system for treating veterans with Post Traumatic Stress Disorder (PTSD).

The wars in Iraq and Afghanistan have resulted in an enormous human cost for America's service men and women and their families. A recent study found the number of Iraq and Afghanistan war veterans seeking treatment for post-traumatic stress disorder (PTSD) from the Department of Veterans Affairs increased nearly 20,000--almost 70%--in the year ending in June 2007. PTSD is also one of the causes of the alarming rate of homelessness among our veterans--26% of homeless today are veterans. The PTSD crisis is one of the most egregious results of the Bush Administration's mismanagement of the war in Iraq, where accelerated deployments and inadequate battle plans have put our troops and their families at risk. And it is another reason we should avoid another so-called "preventive war" in Iran, which will make force an option no longer of last resort, at a time when we can ill afford to place our troops under even greater stress.

Senator John Edwards strongly believes we must restore the sacred contract we have with our veterans and their families, and that we must begin by reforming our system for treating PTSD. As president, Edwards will enact the following five-point plan for PTSD. The Edwards' plan would:


Increase the time that service members spend at home between tours of duty

Improve resources, training and outreach to help eliminate the stigma associated with PTS

Aggressively resolve the backlog of PTSD claims currently faced by the VA

Provide a comprehensive medical examination for each service member upon his or her departure from the service

Create a new national chain of care to ensure that no veteran's medical care falls through the cracks

Joining Senator Edwards at Plymouth University today was former Army Captain Drew Sloan, who served two tours of duty in Iraq and Afghanistan. Captain Sloan is a true American hero. He was badly injured in a Humvee attack in Afghanistan in 2004, but after undergoing a year and a half of surgeries and physical therapy, Captain Sloan deployed to Iraq where he continued to serve his country.

After being introduced by Captain Sloan, Senator Edwards said:


"Addressing the shocking increase in cases of post-traumatic stress disorder is an urgent moral issue. Warriors should never be ashamed to deal with the personal consequences of war. When our service men and women sacrifice so much to defend our freedom and secure peace around the world, we have a moral obligation to take care of them and their families. Our troops have risked their lives to fulfill the promise of a better America that we all believe in. We must stand by those who stand by us."

Traumatic brain injury, which affects approximately one out of every 10 returning service members, has been identified as the "signature wound" affecting soldiers deployed to Iraq and Afghanistan. Multiple deployments and prevalent use of IEDs have put service members at increased risk of sustaining more than one mild or moderate TBI. However, mild and moderate TBI may go undetected, especially if a servicemember has sustained more obvious injuries. It also can be difficult to distinguish mild TBI from Post Traumatic Stress Disorder since both conditions have common symptoms, such as irritability, anxiety and depression.. Senator Clinton’s bill will improve detection of mild and moderate TBI by implementing an objective, computer-based assessment protocol to measure cognitive functioning both prior to and after deployment. Senator Clinton’s bill will require that the same assessment tool be used across all branches of the Armed Services and for every member of the Armed Forces who will be deployed to Iraq and Afghanistan.

Family members of returning soldiers with TBI are often ill-equipped to handle the demands of caring for their loved one, which in some bases can become a full-time responsibility.. Senator Clinton’s bill will establish a Traumatic Brain Injury Family Caregiver Personal Care Attendant Training and Certification Program, which would train and certify family caregivers of TBI patients as personal care attendants, enabling them to provide quality care at home and at the same time qualify for compensation from the VA.

Servicemembers and veterans continue to face problems in accessing needed medical and mental health care, especially veterans or Guard and Reserve members who live in rural areas. Senator Clinton’s bill will help increase the reach of needed care for TBI by expanding use of telehealth and telemental health services. Senator Clinton’s bill will create a demonstration project, administered jointly by the Departments of Defense and Veterans Affairs that would use telehealth technology to assess TBI and related mental health conditions and facilitate rehabilitation and dissemination of educational material on techniques, strategies and skills for servicemembers with TBI.

Following up on complaints she heard from New York soldiers at Walter Reed about widespread problems with disability claims, Senator Clinton today introduced legislation that will restore disability benefits for wounded and injured members of the Armed Forces. The act will direct reviews of disability claims, traumatic injury claims and the Physical Evaluation Board process, and re-open cases that warrant an increased disability benefit rating or traumatic injury payment. In addition, the bill will increase the availability of legal counsel for members appealing their disability cases, and direct the GAO to investigate efforts currently being made by the Department of Defense to address deficiencies in the Disability Evaluation Systems; the adequacy of the Department of Veterans Affairs Disability Schedule for Ratings as it relates to the nature of wounds our warriors suffer in combat today; and to report on the standards and procedures of Physical Evaluation Boards.

Senator Clinton also introduced legislation that will protect financial benefits for military family members by closing gaps in coverage for Death Gratuity and Survivor Benefits beneficiaries and improve pre-deployment counseling and services for all members of the Armed Forces. Everyday single parents deploy to distant battlefields and leave their minor children in the care of a financially ill-prepared guardian or caretaker. Unfortunately, when tragedy strikes and a military service member makes the ultimate sacrifice, minor dependent children and families are excluded from receiving benefits and entitlements. In too many cases, pre-deployment systems and processes designed to protect military family financial benefits are under-resourced or not available and create unnecessary burden for survivors. Senator Clinton’s bill will require each military service to provide adequate pre-deployment counseling and services to every deploying member of the Armed Forces to ensure that families and dependents receive survivor benefits and entitlements.

Sheltering and Rehabilitating Homeless Veterans.

The Department of Veterans Affairs (VA) estimates that one in three homeless adult males is a veteran. A total of 400,000 vets experience homelessness over the course of the year. Senator Obama authored legislation to extend and expand critically important programs to stop homelessness among American veterans. Working with Senators Daniel Akaka (D-HI) and Larry Craig (R-ID), he passed legislation to provide comprehensive services and affordable housing options to veterans through the Department of Veterans Affairs, Department of Housing and Urban Development and community organizations.

Fighting for Illinois Veterans' Fair Share of Disability Benefits.

Following reports that veterans in Illinois were receiving less in disability benefits than those nearly anywhere else in the country, Senator Obama led efforts to correct the problems that created these disparities. As a result of his efforts, VA opened an investigation into the matter, agreed to hire more disability claims specialists for the Chicago regional office, and agreed to re-examine the claims of Illinois veterans who felt they had been treated unfairly. Senator Obama worked with Senator Dick Durbin (D-IL) to force the VA to notify veterans in Illinois and other states traditionally underserved about their right to seek a review of their past claims. The resulting outreach led to significant numbers of Illinois veterans getting the benefits they deserve.

"After prodding from the Chicago Sun-Times, veterans and Illinois' two U.S. senators, the Veterans Affairs Department is sending out letters to Illinois vets to address the state's 20-year history of ranking at the bottom of the nation for disability benefits. . . . Feeding Recovering Wounded Veterans.

Senator Obama introduced an amendment that became law providing food services to wounded service members receiving physical therapy or rehabilitation services at military hospitals. Previously, service members recovering in a military hospital for more than 90 days were required to pay for their own meals.

Treating Post-Traumatic Stress Disorder (PTSD) and Traumatic Brain Injury (TBI)

In 2005, the Department of Veterans Affairs announced it would contact veterans with severe PTSD and ask them to prove that they deserved their disability payments. This review of disability claims was highly disruptive to veterans still suffering serious health effects from their military service. Senator Obama fought this review. He and Senator Dick Durbin (D-IL) passed legislation to limit it and helped publicly pressure the agency to finally abandon the effort in November of 2005.

Senator Obama also worked with Senator Bill Frist (R-TN) to pass an amendment ensuring that all service members returning from Iraq are properly screened for Traumatic Brain Injury (TBI). TBI is being called the signature injury of the Iraq war. The blast from improvised explosive devices can jar the brain, causing bruising or permanent damage. Concussions can have huge health effects including slowed thinking, headaches, memory loss, sleep disturbance, attention and concentration deficits, and irritability.

"We are very concerned about the injuries caused by improvised explosive devices, especially the Traumatic Brain Injuries (TBI). TBI is fast becoming a major problem for many veterans. We urge the Senate to adopt an amendment sponsored by Senator Barack Obama and Senate Majority Leader Bill Frist to add TBI to the list of post-deployment physical and mental health screenings for soldiers returning home from the Iraq and Afghanistan wars."

Easing the Transition of New Veterans into Society

In September 2006, Senator Obama introduced the Lane Evans Veterans Health and Benefits Improvement Act, which would help veterans transition from the Pentagon health system to the VA system by extending the window in which new veterans can get mental health care from two years to five years. The Lane Evans bill would improve transition services for members of the National Guard and Reserves. It also would require the VA and the Department of Defense to work together to track new veterans entering the VA for better budget planning and monitoring of emerging health trends.

Senator Obama passed an amendment that became law requiring the Defense Department to report to Congress on the delayed development of an electronic medical records system compatible with the VA's electronic medical records system. DOD's delay in developing such a system has created obstacles for service members transitioning into the VA health care system.

"(The electronic health records) amendment is a first step in easing the transition of a service member's medical records from DoD to the VA when a service member is discharged."

She was the cosponsor of a flag burning bill that would have made it a crime to burn a flag as a means of intimidation (similar to burning a cross), burning flags that were property of the government etc. She also cosponsor Durbin's amendment to the GOP Constitutional amendment that said much the same thing.

She voted against the Constitutional amendment.

I would check your source for the bullshit you've been fed.
