I know nothing about Kansas City politics, but I ran across the story of Katheryn Shields while researching something else.
She was a Democratic Jackson County (MO) County Executive who was indicted by Gonzalez' DOJ and local U.S. Attorney Bradley Schlozmann in January 2007 for mortgage fraud.

I don't have time to research this, but my quick reading of the DOJ brief against her indicates that, if anything, it was a crime of real estate price-puffing that happened thousands of time during the real estate bubble.
I don't remember seeing her name listed as political targets. I make no judgment regarding her guilt or innocence, but it sure sounds like a Rovian political hit.
I leave it to others to research or explain.
