Former House Speaker J. Dennis Hastert will resign soon rather than complete his term 15 months from now, ending a 21-year career in Congress, Republican aides Thursday.

I wonder what the rules are in Illinois? Can the governor (a Dem) simply appoint someone to fill the term, or does it have to be someone of the same party? Rules vary from state to state on this sort of thing, and even depending on when a Representative leaves office (whether by resignation or illness or death).

While Hastert's is a heavily Republican district in Illinois (so I've heard), incumbency has its perks, and if the governor can put a good Democratic candidate into this seat, it could be flipped in 2008.

There was at least one golf trip where Randy Cunningham was feted by Wilkes that Hastert attended.
