Unexplained seizures can be symptomatic of a brain tumor. Obviously unlikely, as I'm sure he was probably checked over thoroughly the first time it happened.

I don't think it's all that common for someone without a history of seizure disorder to all of a sudden start having them, without some sort of head trauma or other accompanying ailment.

3. If he's on anti-seizure meds

that is something that definitely should have been disclosed during his confirmation hearings! They are very powerful meds that basically are designed to slow down the brain -- Phenobarbitol is the basis for many of the anti-seizure meds. There are others that aren't phenobarbitol, but they are equally harsh and do effect thinking, memory, motor skills, etc.
