Contrary to what many of have said about who was running things in this administration (Cheney and Rummy), the real power is Rove for domestic crap and Cheney for international crap.

To be sure, there's overlap.

But if you wanna know how we got fucked and who did the fucking, you need to send a subpoena to Rove.

Bush has no clue what goes on. he just says what he's told. Thatw as his original deal with Rove from the early 1990s and it hasn't changed since.
