The president should be required to regularly appear before Congress and answer questions. It would work just like the UK's Prime Minister's Questions. The Dem Congress should try to make it a law. They should make Bush's signing it a referendum on his "manhood." He'll veto it, of course, as he is well known to be unfit for office.
Then, when we get the presidency, we pass the law, and the Dem President signs it. Think about it. No one of the "Dubya-level" ilk would ever occupy the White House again. What is that worth?
On edit: And of course it would be binding on the Congress too. Picture Bill Clinton up there answering questions from Tom Delay's GOP Congress. Too funny.
