. . . Second, it is absolutely true that this bill written by the Democrats is larger and covers more programs and departments than would typically be the case for a Supplemental. In fact, it covers some things that could have and should have been included in the Regular Budget last Fall. Except for one minor detail: The Republicans never passed a Budget for this fiscal year. To take one much-derided provision, the current bill funds the initial security preparations for the 2008 Presidential nominating conventions, as required by the PATRIOT Act. But because the national government has been funded by a continuing resolution and this is not continuing funding, and because those preparations must begin quickly, this Supplemental was really the best expedient for initiating the appropriations. . . .
