but bush has said that he'll veto the bill just passed by the House (funding plus timeline for withdrawing troops). Does anyone think he'll sign it and then issue a signing statement which, in effect, says he doesn't have to follow it but can still get his funds for the war? It's my understanding that if he vetos, it has to be the bill in its totality.
