(03-16) 04:00 PDT Washington -- While the 160,000 U.S. troops in Iraq undertook dangerous patrols Thursday, their House members back home waded through a $124 billion spending bill that Democrats hope will de-escalate the U.S. involvement in the war.

On the other side of Capitol Hill, senators, too, debated the future of the U.S. troops. But in that chamber, Democrats were defeated in their effort to set a timetable leading to the troops' withdrawal from Iraq within a year.

House Appropriations Committee members, jammed into a stuffy hearing room, pored over 172 pages of legislation that showed how complicated it has become for the Democrats to change President Bush's policy on the war. At one point, the 64 members were embroiled in a barbed debate over the "Lewis perfecting amendment to the Murtha amendment to the Lewis amendment."

Murtha, as in Rep. John Murtha, D-Pa., the powerful anti-war chairman of the House military appropriations subcommittee, won that debate, as majority Democrats did throughout the 4 1/2-hour meeting.

Before the meeting ended, committee Democrats had approved $95 billion for Iraq and Afghanistan operations through the end of the federal fiscal year Sept. 30 -- $3.5 billion more than President Bush had requested. The spending bill, known as the supplemental, also lays out a timeline for U.S. troop withdrawals tied to the performance of the Iraqi government on issues such as divvying up oil revenues and providing greater political rights to the minority Sunnis.

Democrats on the committee also fended off Republican attempts to strip from the bill billions of dollars for veterans health care and a long list of domestic items that House Speaker Nancy Pelosi of San Francisco and her Democratic deputies added to help persuade their caucus to support the bill. The domestic spending would pay for items such as fighting Western wildfires, preparing for a possible avian flu outbreak, helping poor people heat their homes, aiding drought-stricken farmers, providing medical coverage for more poor children and allocating $25 million for California spinach farmers hit by last year's health scare.

The war debate is little more than posturing at this point.
Congress is a joke as long as debates are turned into D*** measuring contests.
The voyeurism that doesn't demand substance is what is really sad.

"Benchmarks!!!" What a joke. No one is calling for a serious peace process as part of "benchmarks."

Rep. Sam Farr, D-Carmel, whose district is the spinach-growing capital of the country, had to defeat a bid by Rep. Mark Kirk, R-Ill., to remove the $25 million for spinach growers' relief. Kirk said the bill should be limited to true emergencies such as Gulf Coast hurricane recovery and improved funding for active military and veterans' health care.
Farr would have none of it. He told of his constituents' financial woes and said of spinach, "If we'd eat more of it, we'd be a much stronger society. Reject this amendment for Popeye.''

he's lost it and needs to retire/resign. He's morphed into an nasty piece of work and I'm ashamed that he is in OUR Democratic Party much less represents constituents.
Any democratic representative who calls the base of the party (liberals) "idiots" should be on his/her way OUT. He is NOT worthy and good riddance! :grr:

14. Well if he's true BLUE as you say, don't you think that he's "stressed"
and may need to resign? I don't dispute that he's done excellent for your state, but these outbursts are UNSAT.

Point taken however, if the people who sent him to congress believe he serves them well, so be it. But IMO, he needs to stop the insults and name calling or "take a vacation from Congress." :shrug:

Rep. Obey did not call liberals idiots; he called out, and properly so, a handful of liberals who indeed are idiots. The base of the Democratic Party rather enjoyed the comment, as it was true, and indicated a fighting spirit we badly need in our representatives.

My heart goes out to Obey. He has made countless great speeches and taking many brave stands and yet a brief breakdown in the diplomatic effort and many are ready to brand him negatively for life.

I can tell you that I have a lot of similar experience on a much smaller scale. You can endure a million trying things with grace but let your guard down once and take the less than impeccable diplomatic path and all those gracefully endured moments are long forgotten. So verymany forget that we are all mere mortals.
