Help me, please. I need facts. Who was the underling in the Justice Department who supposedly decided that the procedure for installing interim Federal prosecutors was a "constitutional anomaly" and added it to the Patriot Act?

I did look through the threads, and--oh, this is horrible--all I can remember is that the name began with the letter "M." Blame it on the drugs.
