Funny, who, in the administration has been saying this? We've stayed the course to the edge of the cliff, we've turned so many corners we're going in circles, and now we have a 'non-open ended' surge going in without an ending date. Somehow, I don't see a "soon" anywhere in there. Perhaps he's speaking in geological terms.
