And I'm not just being facetious here. They're fishing for time with our military personnel and our money for lack of any coherent idea, either domestic or Iraqi, about how to get out of this utter failure.

I suggest an abbreviation Bushco chose to sidestep a countless number of lives ago -

4. I don't believe there's a move Bush can safely use without it being a failure, look at his
track record. The man's never been successful at anything he's ever done. And he's firing or replacing all of his key players.

Over in the Capitol, Webb was getting accustomed to the real business of the Senate: facing the TV cameras. He talked about his first bill, introduced yesterday, that would create a new G.I. Bill with enhanced benefits. And the decorated Vietnam veteran, who opposed the war in Iraq from its start, derided President Bush's expected call for more troops, saying that while it is a commander-in-chief's prerogative, "the question is whether it is a strategy."

7. Variation of point one:
"Let's Surge.... sorta"

That is scale back the number planned just to make sure that even if the plan *could* work (which I doubt - but some claim) we ensure the fact that it won't and their will just be an escalation of violence and fatalities.
