They sound like they both have been drinking, especially bush, when he adopts his "lecturer's hiss."

Probably the way his mother dressed him down when he was being painfully nasty and she was characteristically drunk.

Blair does not ad lib very much better-he's usually pretty good when facing his own parliament- so perhaps it's bush rubbing off on him.
