How do they keep the audience from asking Il Dunce' questions

How do they keep the audience from asking Il Dunce' questions
on these summits? We all know that he is completely incapable of answering an unscripted question, for the simple reason that he doesn't understand anything that goes on in the world. How do they get foreign leaders to play along with this stupid charade?

1. The leaders are following standard political protocols in public.
It must take every ounce of self-control not to let their mouths drop to the floor.
