I believe the word is a French word, "macaque", and I believe that the French do pronounce the "e" at the end, which makes it come out sounding identical to what we write as "macaca". I know Allen's mother spoke French and I have no doubt that he learned it from some French-speaking person, and I have no doubt that that was what he was saying.

Or, if we want to be as stoopid as the typical Bush/red-state moonbat, we can accept that Allen just HAPPENED to "make up" a word which just HAPPENED coincidentally to turn out to be a well-known racial slur in Tunisia. Yeah, right...
