California: Teen pregnancy abortion is back on the ballot
**Sigh**


Waiting Period and Parental Notification Before Termination of Minor's Pregnancy. Initiative Constitutional Amendment.


Amends California Constitution to prohibit abortion for unemancipated minor until 48 hours after physician notifies minor's parent or legal guardian (in person or by certified mail), except in medical emergency or with parental waiver. Permits minor to obtain court order waiving notice based on clear and convincing evidence of minor's maturity or best interests. Provides for expedited appeal process. Courts must publicly report number of waivers granted and denied by each judge; reports may be aggregated to preserve confidentiality. Authorizes monetary damages against physicians for violations. Summary or estimate by Legislative Analyst and Director of Finance of fiscal impact on state and local governments: Potential unknown net state costs of several million dollars annually for health and social services programs and court administration combined. I guess there's nothing that says they can't keep throwing it back on the next ballot (and wasting our time, energy, and tax dollars) from now 'til eternity, is there?

2. Can it be stopped by using a form of a "nuisance lawsuit"
law? In other words, they keep filing referenda, wasting taxpayer money just as some groups use lawsuits over and over and over in order to bankrupt their "opponent?"

3. There should be a three strikes for propositions in CA -
If a proposition can't get either on the ballot or passed over three election cycles, you have a ten year moritorium on any proposition that is similar in nature.

This is just a lost-leader proposition to bring out the fundy base.

5. Don't you have to get a certain number of petition signatures for a prop?
Maybe the Cali DNC should challenge the petitions?

6. Yes Cali requires a certain number of petitions for a prop.
Maybe we should do the same kind of thing and put liberal issues on the ballot designed to bring out ALL the liberals. Like maybe a ballot proposition to prohibit any off-shore drilling. Or maybe a proposition to mandate that all new vehicles sold in California be that of flex fuel type. Or maybe even a proposition to "re-legalizing" the possession, sale and cultivation of marijuana.

Now there's some issues I'd love to see on the ballot. :smoke:

That prop. 73 crap from last year was added to the bullshit ballot for our bullshit special election to rile up the fundy base & get them to turn out.

Teen pregnancy is actually down, no thanks to the abstinence-only drive but rather to open discussion and information. The Rs are going to have to rely on their trusty standby wedge issues of gay marriage and flag burning and their narrow variations.

No worries, though. Even the dumbest of Americans have detected a pattern of these dog and pony shows premiering before every election.
