Can anyone explain to me about "super-delegates"?

Can anyone explain to me about "super-delegates"?
what are they?, how many are there?, what percentage of the total delegate count do they make-up? why aren't they subject to the will of the voters? can/do they determine the actual nominee, or play a major role? Does Dean have a lot of them "wrapped up" as reported earlier, or is that still subject to change?

any info would be appreciated.

2. Super D's
They represent state Democratic party bigwigs like former governors and other legislators. The state and federal Democratic parties recognize these people as having voices which supercede the public interest. Some party...sounds like a bunch of white guys partying.
