I have a theory.
Remember during the Clinton Impeachment when Bob Livingston quit because Larry Flynt had dirt on him? I remember thinking that he must have done something really icky, something that he really wanted kept secret, for him to give up power like that.
So with this whole Duke Cunningham bribery-prostutition fiesta (http://en.wikipedia.org/wiki/Randy_%22Duke%22_Cunningham#Political_career), it got me thinking that Livingston could have been involved with that too(http://en.wikipedia.org/wiki/Bob_Livingston#Chairman.2C_House_Appropriations_Committee). They were both on the Appropriations Committee (tho I am not 100% sure of the timeline), and now Livingston is a powerful lobbyist. Maybe he was not protecting himself, maybe he was protecting the Watergate parties.
Anyway, just wild speculation.

1. I don't remember where I read it, maybe someone here knows...
but, supposedly, it was Tom Delay who outed Livingston, not Flynt.
