The are 4 ways to overcome an obstacle (like a fence):

Through it
Under it

or around it -- assuming there is a fence built and it's constructed in a manner to prevent people from going through, over or under it -- what's stopping people from hopping on a boat, navigating the Pacific or Gulf and landing on some beach along the coast?
