It just occurred to me that they may be dragging this out so there is a high profile final vote close to mid-term elections - using the "soft on terrorism" mantra.

11. It is not unusual for Repubs in Congress to pull all kinds of stunts
like that. Not allowing Democrats into the "markup" of a bill, ie working out the combined House and Senate version. Holding votes open and coercing people. Not allowing Democrat's amendments or bills to even come to the floor. :puke:
