Teen pregnancy may have been dropping as an average over the past 10 years but the biggest decline came in 1999-2001 prior to GW getting his full grip on HHS. Remember we still have the highest Teen pregnancy rate of any western democracy. As far as abstinence working, study after study refutes this... and the abortion rate has gone up over the past 2 years.
