He seemed so proud in his mugshot.

Smile for the camera, keep the opposition from using the mugshot as amunition, strip the incident of its gravitas and shame. Now, however, I think it'll work against him. As the evidence mounts, as his friends testify against him, and as his colleagues turn their backs upon him, the public will see his happy face at that moment as a sign of defiant arrogance, hubris itself caught on film.

I wonder if, like his failure to serve in Vietnam, Delay believes he won't go to prison since "the minorities (have taken) all the available spots."

There's plenty of room where people like Delay go and I won't call it jail or prison. Minorities don't get to go to the posh, barless low-security country-clubs, where he MIGHT be detained for a few months because we are no longer a country of laws with equal justice for all but instead a country based on Machiavellian notions of double standards. A double standard of justice is no justice at all. Before we even see him in that low-security country-club we must wait for a long drawn out trial, which might be followed by presidential pardon.
