The war is over....now we're fighting an insurgency.

The IRAQIS want us to leave
The regional powers want us to leave
Our troops are sitting ducks, getting blown up.

I think Murtha's plan is a good first step....pull the troops out of the cities and keep a rapid reaction strike force in the case that IRAQIS loose control.

2. Iraqi Army

According to the DoD website, the Iraqis are averaging about 62 casualties per day( Army and police forces). That's since January this year. That translates to a small brigade a month. If we can't leave until the Iraqis stand up, it's beginning to look like a race to see if there'll be any left TO stand up.
