It is clear they knew the guy didn't have a bomb. They opened his bag and verified that he didn't have a bomb, almost immediately. Hint: didn't wait for the bomb squad to come.

I don't think so. While maybe its true that a sane person wouldn't yell "I have a bomb" that doesn't mean that the correct assumption is that if the person is nuts he doesn't have a bomb.

From the news converence, it seems that they interpreted what he said to mean, "I have a bomb." i.e. He said something else (or didn't say anything at all) and they made an assumption about what he meant.
