They will build up forces as much as they can in the next few months, and announce a "withdrawal". They will pointedly bring a few boys home, but they're NOT GOING TO LEAVE. They want the oil, they want to kiss Israel's ass, and they want to buttress themselves against the fall of Saudi Arabia.

I completely agree that they may very well do what they can to declare victory and make it seem like they're pulling out, but they have NO intention of leaving.
