Voting in northern Virginia - paper or electronic, your choice

My wife just finished voting in VA and told me that she had the option to vote via EITHER paper ballot or electronic machine.

This is in a small town in northern Virginia.

Interesting.

Guess the question is whether the total number of voters is recorded on paper or electronically.
