As far as I know Halliburton was hired only to do the clean up on the US Navel bases that were damaged by Katrina. (This was a no-bid contract.) I have not heard of Halliburton being used for reconstruction and repair on the flood walls, levees or anything else for that matter.
http://www.infowars.com/articles/new_orleans/halliburton_hired_storm_cleanup.htmBush changed the law for the prevailing wage, so now contractors can hire cheap unskilled labor for the NO clean up. Contractors are coming in from all over the country and they are hiring immigrant workers and paying them very little. (Bush is a cheap skate when it comes to the people effected by this disaster and those cleaning it up, but he will spend billions when he can find a way to put some of it back into his or Chaney's pocket.)
